Drawback to steer and gear design is to install it column has to be removed from car and they are known to split with time. Proximity to hot exhaust and slip over design may exacerbate this.

Removing gauge cluster from 67 satellite without removing dash frame can be done but it is a rather difficult job. Be sure to disconnect battery from car before attempting. Ammeter leads have to be unbolted from rear of gauge, speedometer cable unscrewed, and both wire harnesses pin connectors...
