As you so noted, the banjo bolt is not mentioned, but it does need to be tight enough to deform the (new) copper washers. So give it a good grunt, but don't go all Cro-Magnon on it and ****.
FSM says 15# small block, 25# big block. I usually just try to run them down evenly. It doesn't make much difference where you start as some of the rockers will be pushing on the valves as you tighten. Which ones depends on where you left the crank in the cycle.
You can either stake the core plugs or drill the block and pin them. And there's only one thing you ever want a woman to drain and it ain't a radiator.
