On both of mine, (a '68) on the leading edge where the vinyl wraps around, it let loose from the padding and "puffed" up. One was a few months old and the other barely a few weeks.
I've found that the '68 pieces were slightly lighter than the '69 pieces. The radio bezel is obvious because of the lettering, but the other two pieces are often mixed. You see guys advertise them as the same all the time and they are not.
That said, I had one used and two NOS '68 radio...
I usually use a blunt pointed punch, but that sometimes too fails, as you've undoubtedly found out. Maybe soak them in hot water first, might soften up the plastic some.
You're not likely to find too many bare dashes advertised for sale, but if you list a WTB ad, I'll sure you'll get some responses.

You could always level it with filler and put a woodgrain overlay on it. Yes, people will be telling you it's a '69 console, but it'll look good enough until you save up the clams for a repop.
