Proportioning valve only limits pressure to the rear brakes and has no effect on left/right.
I'd say it sounds more like you have a seized slave cylinder.
If it were me, I'd jack the rear up, take off wheels and slide off the brake shoes.
Have somebody else apply brakes gently while you watch...
I fully rebuilt the 10" drum brakes all round, rebuilt booster and single master. Then removed booster and went unboosted. The brakes are certainly not great. They work, but don't inspire confidence, fade often on hilly roads and lock easily on panic stops. I'm sure 11" drums would be better...
I have a good layer of rust where the galvanising once was long ago....
Is kick down rod unique (shorter) for dual quad set up?! If so shortening a longer rod may be an option?
I ordered them as I wanted to replace the original rusty looking things with nice shiny new ones, not that it was entirely necessary... turned into a cluster F#@K.

Yes that is now clear. The NAPA part you linked to in post 4 also incorrectly states it fits '62 Dart.
The Right Stuff list this as for '63 - 65 B-Body. Should this not include '62, or are they different?!
Well my worst fears came true - I finally went to fit the rear brake cables to find that Dorman C92205 which are listed as for '62 Dart DO NOT FIT. Will Rockauto accept a return beyond 30 days? I'll find out....

BULLSHIT!
Offset bushings DO allow more camber/caster adjustment (depending on which orientation you press them into the UCA) with std eccentrics. You are confused.
Some folk only install 1 offset bush per UCA, but if you want max caster, install offsets all round. Be sure to install them right way around!
Were you struggling to get any caster on drivers side perhaps with old bushings that are offset from being old and clapped out?

To me it's a no-brainer to stay with the factory proven bullet-proof set up, especially in a late housing with the adjuster. I replaced the tapered rollers in my '62 housing where the end float is adjusted by shims - not difficult and these bearings will likely last 50+ years like the set I...

That explains the problem - they are installed wrong way around.
To increase the caster, offset bushings are meant to allow the upper ball joint to be adjusted further back. The way you have them will move it further forward.
