Don't know for sure. But I do know from personal experience that the floor pan contours are very different between the '70 and earlier and the '71 & later B & E bodies.
With my '70 Barracuda Gran Coupe, the shoulder belt was "stored" doubled up above the window trim. I only used it when I "intended" to go over 100 MPH. It was comfortable enough for me, just extra steps to use it. Forgot about the 2 latches though.
I would not glue the carpet down. I've needed to pull mine up numerous times. If you never want to change things, maybe OK. But on my Satellite the carpet needed to come up for new wiring, new seats, new shoulder harnesses, & a couple other changes.
You really need to get the seats/mounts first. My '66 Satellite appears to have been built out of several cars, the factory bucket seats (don't think original to this car) didn't seem to line up well with the floor holes & reinforcements. Appears to have started as a bench car. Get your tracks...
Took the back seat out of my 66 Satellite this morning. Bottom of seat is down in 1st pic, to top on 2nd & right in 3. Screw goes through tab holding bottom of seat back to verticle part of floor pan. Pull bottom of back out toward you & drop back down.
