I went through the troubleshooting for a year with no luck. Finally broke down and replaced the turn signal cam and wires in the column and all problems fixed. An old school mechanic told me mopars are notorious for that. They get dirt and grime in them and just quit. If you have no luck...
Check the connection at the back of the switch and also the dimmer (dome) switch. I had the same problem. Cleaned the dome switch with electrical contact cleaner, dried it and behold, Instrument lights. Good luck.
PS - Check all your dash bulbs. They are a bitch to get to.
Thanks bluefury. A friend of mine who looked at it and stated that they are notorious for that issue suggested it was the turn signal cancel cam. he said it felt loose and probably was worn out. I'll check it with test light tomorrow. Thanks for pointing me in that direction. Damn wiring...
This is for all the wiring guys which I am NOT. Turn signal issues are:
1. Left front lights and blinks when I hit the lever to the left. Left Rear doesn't. When I hit the lever to the right, the rear blinks and right front does not.

I had the same problem. Replaced plugs, wires, new orange box, ballast resistor. Same thing. Saw an inline, glass fuel filter. Disassembled, cleaned, put back on. Cranked, started on first try and was good to go. Go figure!
