My guess is pretty much what Jerry said for unknown condition. Hard to tell but it looks like it has air bypass carbs which could be originals - worth checking. Even cores are worth $1500 or more. If it were an up and running motor more like $25,000.
It all depends on the engine. Remember a 302 Z28 came with a 780/800 Holley. And as Kern Dog mentioned, vacuum secondaries will only provide the air flow the engine can demand.
I have a kit Cobra that I built about 15 years ago and I had Keith Craft Engines build up a stroked 428 motor for it. I gave him my flywheel and clutch to balance at the same time with the engine. And even with that 4.25” stroke, it’s the smoothest reving engine I have.

Some electronic ignitions are sensitive to voltage levels. If your battery is weak it may not trigger it. Need to fully charge the battery - although that probably is not the greater issue.
Which brings up a related question. Why is it nearly impossible to find and set up a set of aftermarket gears that run quiet, and yet for the most part car manufacturers seem to be able to do so?
