I just now realized why my assumption was wrong. The gas enters the filter on the outside of the element, goes through the element, and then exits from the inside of the element. Duh ........MO
If the fuel filter was mounted straight up and down, I don't think you could have that air gap. Mounted at an angle , I think you would have air trapped in the corner. ........................MO

Sta-bil also has a additive that keeps the inside of your gas tank from rusting due to condensation and other factors. It is supposed to even work in the upper part of your gas tank--above the fuel. Rather pricey as I recall..

Not un-common for the filter "sock" to be off the fuel sending unit. I actually saw a piece of sock tied on the end of the pickup tube. .........................MO
You might want to use the "see through" gas filters Maybe you can monitor how clean the gas is.

Good heavens! What is all that crap in the filters from??. That confirms my thought on your problem --fuel starvation. Are you using ethanol in a possibly dirty fuel tank or old gas lines? especially if any are rubber. That stuff will break crud loose and plug fuel filters.

Try to make just a little improvement, and everything goes to he**! I tried adjusting the front float. Couldn't get gas to come up to the bottom of sight plug. In so doing, the needle and seat flats for the adjust nut got so far down, I couldn't get them back up again. Finally got it back up...

It gets confusing. Vacume holds the power valve closed which blocks off additional gas. Dropping the vacume because of acceleration opens the power valve ( the " at rest" position) and lets additional gas into the venturies. So in a 2.5 power valve, any vacume above that holds the valve...
