It could be something as simple as a broken roller. Take the trim panel off and see what is binding. Many of the parts in there are the same as manual windows.
Turquoise is correct color for engine. The 383 4bbl had a dual snorkel air cleaner in semi gloss black. The ends of the snorkels were flat, not unlike the GTX air cleaner.
It's a fairly rare car, but sometimes you have to draw the line. Unless it's someone's ultimate goal in a car, it may not be worth it to properly restore.
The factory was just building cars, not show pieces. Lots of mistakes made. We as restoration guys try to make everything perfect and not keep the flaws.

I just noticed that you posted this on the 66-67 Dodge Charger forum. You may have to pay somewhat more for those electroluminescent clusters. Sorry for the misinformation.
Prices are crazy on everything these days, but for a usable 66 cluster needing mostly cosmetic restoration, I would say 250, or maybe 275 depending on actual condition. JMO
