Note - this is the engine serial number, not a VIN of any kind. This alludes to me that it was a complete engine, not just a service block/short block. Being a '68 and a 'performance' engine, there's a good possibility a partial VIN is stamped into the top of the transmission flange next to/in...
Would you have a closer pic of the stampings - assuming you mean these characters?
These are usually the engine serial number stamped on a completed engine assembly at the engine plant and contain information that would not be known for an "un-built" block?

He means the pad under the distributor.
I would also think it's a poorly stamped VIN that the dealer pulled from a wreck? Possibly a Satellite RHxxH9y151029?

If memory serves, "5" would be for code 395, so Auto, I think. I believe a 4 speed would have been a "3"?

I presume it is, indeed, a post car? I'd check the passenger's side of the trans for a VIN stamp. Would be like the body stamps for '70 - partial... "0G257356" in your case.
The Blue is deceptively dark for the model year. Pic attached from Ham. Hist. Blue and Black are right next to each other - give a look.
I think OP will have to tell us if we're seeing blue or not in the pics as it is, indeed, quite difficult to differentiate.

Do the body stampings match the order number on the tag? - I believe they had those in '66.
My info is rather sketchy here, but - What about the defined attributes on the tags vs what your car actually has?
