As for the carb plate bolts, a single 1/4" grade 8 bolt will have a tensile strength of 5,000 pounds, four of them ought to be ample. However, if it's an aluminum intake, I can't vouch for the strength of those tapped holes.
I'm guessing that you're making a wooden copy of the spoiler, and then will use it for sand casting? You can also pull a plaster mold from the wooden buck that will leave a nicer finish than sand. Make sure the sprue is large enough to ensure a fast pour so you can fill it before it starts to...
Although your dashboard has EL lighting, unlike the 1966 Charger the 1967 radio had standard bulbs in the radio like other b-bodies. If you want the EL radio you'll need a 1966 version.

Are you talking about the spool valve, or the piston between the two springs in the outlet? Can you post a picture for us?

I like that idea, I think I'll incorporate something similar on my car. One thing I like on some newer cars is all the light, it's like your living-room when the door is open. Dim interiors don't do anything for me.
Any chance the new shocks were a lot stiffer than the ones that came out? Easiest thing to put back in to compare. If your old springs aren't broken, you could take them apart, clean and paint them with a kit like this (not your year I know, just an example)...
You can also get a kit for just about any colour change you want, from 'Just Dashes' for your interiors. Just another option.
