Nice car but get rid of that plastic fuel filter. I have seen way too many fail like those glass ones and cause serious leaks along with some fires. Think about when that dry rots or cracks from heat driving down the highway what would happen. Put a metal one there.
That IS a steel shroud. It looks like it could be the correct one. The only thing I know that is not correct is those two large holes next to where the nut bolts the two halves together on the bottom side of your picture..
They are the large 10 inch caps so you will need to make sure your steel wheel will accept them. They look like 66-7 Dodge Dog dish caps.

Honestly if it's just a stock driver the original brakes should be fine or leave the rear ones alone and do a disc brake swap on the front... Grab the whole rear drum to drum since it's free and deal with the rear later as there are good parts there.
Have you checked to make sure there are even good lights in it? That they are not burned out. Something could have happened and blew the bulbs before you bought it. I will say it's miserable to do while dash in in the car. Anyway make sure the clips/ears are not cracked as they might not be...
If you are racing a ragtop "legally" I believe faster than 13.49 (was 12.99) it must have a 6pt bar in it which eliminates any body flex and if it is slower than that I wouldn't bother unless it was a stick shift.
I know they are probably in already but you could wrap them in pallet wrap and put a sheet along inner fenders. I have one header bolt on my Road Runner that I had to grind down a 7/16 wrench to make it square to tighten just one bolt when I first installed them it was tedious and time...
This center trim piece is not on correctly. It’s made to slide onto the Lh and Rh trim.. It is a joint piece and should transition nicer once installed correctly..
I just used a later 66-69 b-body Trans cross member and cut the ends down. I think that was it.. I could have drilled two new end holes but don’t remember.
