Those nylon clips are held to the body with little nylon plugs that were driven into the center of the clip. The nylon plug expands the tangs on the clip to hold it to the sheet metal.
To remove them, you can either drill a small hole in the center of the plug and start a screw in it and pull...
....and on a side note....I would dis-connect the battery before you start the removal and replacement.
You wouldn't want any source of spark around any fumes that might come out of the tank.
The fuel tank ground straps will work on either the 5/16" or 3/8" lines.
If the rubber hose connecting your sending unit to the main body fuel line is a short one, the 3.75" ground strap would work. If the rubber hose connecting the sender to the line is longer, you would probably need the 7"...
It sounds like it could be a grounding issue, especially with a fresh restoration with new paint.
Double-check all grounding points to make sure that the new paint is not interfering with the path of ground. Also, the light housings themselves are a path of ground that need direct contact with...

There's an all Dodge Charger meet in El Dorado KS every fall....definately worth checking out. I'll venture to bet that there's more than a couple of 67 Charger Hemi owners who'd probably make you a respectable offer for that.
It would take a fair amount of fabricating and changing things around. Not only would you have to eliminate the post, you'd have to add the rear regulators/glass and quite possibly change the front door glass as well.

I read your posting yesterday, but didn't have the time right then to sit down and type it all out.
A 70 Coronet R/T is most certainly worth digging it out. But trying to give a decent reasonable estimate of value without seeing pics of it's condition is like trying to shoot darts in the dark...
I see you have a 69 RR, but I need to ask a couple of questions here......as components often times get switched around on these old cars.
How many teeth on the flywheel you are using?
What size of clutch disc and pressure plate are you using?
