Looks like it has been on the choke a lot and not driven much.
That said ensure the choke is fully open when engine is warm.
I haven't used Champions for ages but the last time I did they didn't work well.
Give er the old Italian tune up and flog that thing.
Nothing wrong with Autolite plugs.
Sitting so long the carb is probably dirty.
Octane low? Does it spark knock on accelleration? If not, octane is fine.
Are you running a stock cam?
With the low vacuum I would say not. Maybe the cam is closing the valves early, raising compression. That won't tune out.
