I believe that is your 400’s pcv valve in the blue cover. I don’t know specifically in California but I certainly would imagine they’re going to want you to have that in there. You can get chrome covers that allow you to still have that installed.

Sometimes if you clean that pad, lay a piece of paper over it and side scratch a pencil around, it may help reveal any markings the naked eye can’t distinguish. Gives it that extra contrast. Sometimes not too!

I purchased the bracket and went Lokar cables for both, throttle and kick down. Ended up just being easier to get adjusted correctly. Works great. Looking at the bracket, I bet you could still use original throttle cable. May take a little figuring.

If you go stroker route, the kits are the same price, go 512! Keep CR around 10 and it will be a good strong street car and have all the HP you need. Bring the quench up close to the deck and that’ll get you great power!

Running the 440 source 512 kit too! Dome pistons kit coming right to the top! I kept CR at 9:7 to 1 for reg pump fuel. I do add a little octane boost to help out and it like that with cooler temps for sure!

Running the 440source CNC Stealth ones. But not stock manifolds. Long tube headers. With the upgrades on the heads for valves, they’ve been great!
I will say mopar stock manifolds do a very good job on they’re own but I couldn’t see putting on those heads and not using long tubes.
