Might need to remove them, soak in some kerosene/diesel to dissolve any built up goo and see if they work from there. Years of built up lube can harden up and need to be removed. Have to watch what you use for cleaning as some stuff will eat any plastic parts in the latch.
Don't paint yourself into a corner. Otherwise known as think about what area you are working on and what has to go in 1st, 2nd, 3rd etc to get you the desired result.

7/16 fine. You need to be careful though as this arrangement is an interference fit. Keeps the bolt from coming out. Don't remember if its the nut or the bolt, just be careful there.
Ok. My car is factory p/s, am swapping in the Bogeson upgrade which takes a different coupler. If memory serves me correctly, the coupler is different between manual and power. I have the modded unit from BAC for my swap which means the current one will not be used. Let me know if you need one...
They do wear faster as the tread gets thinner. Plus due to that, the tire gets hotter and can get to the point when you get wop wop wop going on wiping out panels. Another issue to think of, which won't happen for awhile, is hydroplaning in the rain. Many of the cars that came in the the body...
