You don't indicate when you have your cooling issues, stop n go slow cruising or 45 n above driving. 22" or 26" radiator? I've got 496" w a/c condenser in front of radiator and large trans cooler in front of that. 26" radiator and no room for fan clutch. Using a direct drive 19" fan w stock...
Here's a pretty easy homemade setup. A little welding, but pretty straight forward n reasonably priced.

On the yr of plates, I hope everyone is aware that the "sticker" on a plate is the expiration date, not the issue date. And that the plate without sticker says 63. So obviously plate is a '63, issued in '63, expiring in '64.
For a 318 it should be just fine. 3 rows aren't necessarily better though. If you can find a 2 row w 1" each row core, that would actually cool better. But for $200 on a 318 in Florida, should be just fine.

I have a serpentine belt setup so no room for fan clutch and it's reverse rotation fan/pump. Used a 19" 11 blade nylon fan from a Chevy truck w a 496. Clears my 2 row radiator by about 1/2". It's a little bit of money, but this setup uses a single 17" that pulls a tone of air and a vacuum molded...
I fought a cooling problem for about 6 months in my 496 w 26" aluminum radiator. But mine was at highway speeds. Aluminum shrouds actually created a high pressure zone and air would not get through the radiator. Went to mechanical fan and factory shroud and all is good. In the cooler weather...
Cant tell you for sure on a '63, but on my '67 Coronet w the 2-1/8" stepped TTI headers, engine in 1st, then jack car "way" up on stands. Make sure starter is installed and wires to starter are installed. Remove motor mount bolt on one side, jack up engine and install header on that side. Best...
If you're using what you have, the 883/od, 8-3/4 w/3.23 gears and smaller engine of choice w F.I. That should get you in the 18-20 mpg while cruising at todays interstate speeds.
