Yup Good old lead. A propane or MAP gas torch will melt it. Then use a stiff bristle brush while it is soft. Yes it has inner and outer rockers. Should be an easy fix once you get it cleaned up. I would treat the metal and use All Metal not regular Bondo filler after patching if needed.
Old trick I have used is to heat the screw with 12 volts. A battery 2 heavy jumper wires and your not so favorite screw driver. Just complete the circuit with the driver. Use caution it will get HOT real quick.
I have a 68 with the 69 inserts and hood that came with the car as a project. I have heard that the hoods are different in the latch positions. Looks like the hood is punched for the Air Grabber and has holes punched where it would attach. Are you saying the Bezels wont swap between the 2 years...
If it was Me spray with the lite see if you like it. If not spray with the dark, no need to strip the lite. Take some pics my 68 needs a refresh. I might even do the behind the grill black out. Nah F that.
After prep I used POR15. Just turned 10K on the resto. Living on a gravel road and crapola local streets and its held up well. Simple Green and a car wash gets most of it. Got to drive them.
Mine is missing both sides also. Was at a show and a guy with a 68 was nice enough to pull the bezel for me. There is a tab that bolts to the fender for that lower screw. Easy enough to fab one up, on my list for 2 years now LOL.
