Does the bracket that attaches the relay to the dash act as a ground or is it merely a bracket? I think mine is dying and napa sells one without the bracket. Wondering if that works if I zip tie it up.

Please don't zip tie. Search around and do it right.

As mentioned, the relay function does not require the relay case to be grounded. The ground for the relay operation is provided from the horn contact switch. If originality is not a concern, a “Bosch” type automotive relay can be substituted for a few bucks. Would require changing the relay wire connector.
