1965 Plymouth Fender Tag Question

I haven't been able to find an answer to my question after digging thru the various fender tag decoding sites.
Just purchased a 65 Belvedere II. The fender tag was not attached to the car and I'm trying to determine if the tag is in fact correct for the car.
I've decoded the tag and it appears to be correct for the year, model and options. My question is should the sequence number on the tag match the sequence number on the VIN tag?
Again I have not been able to find any reference for this.
I'd appreciate any input. Thanks

No, the number on it is the shipping order number. Its not part of the VIN.

The SO number on the tag should be part of the body stamping number.
