1967 413 plastic insert in water pump bolt?

I've never seen this before, 1967 413 original water pump bolts, seem to have a plastic "plug" in them, ever seen this before? What's it for?

Works as a thread locker and stops any leakage up the threads without adding sealant... when new at least.

Id like to see them pull these bolts at a Barret Jackson auction when a car claims to be a 100 percent correct restoration...
