1969 Charger vacant screw

I need to know what was attached to the metal screw that is on the front frame rail next to the brake distributation block and below the brake master cylinder. Was there a ground from the starter to the frame?

No there was not.

Is this the screw you are looking at? On my car, the starter cable clip was mounted to it. If you are missing the clip, you can have mine. I won't be using it. PM me if you need it.
