1969 Plymouth Inner Fender Splash Shield Removal

Hey folks, quick question for you. So I am in the process of stripping down the frame while I'm restoring my engine compartment. Can anyone tell me how to get the inner fender splash shields off? Do I just need to drill out the center of those little fasteners, or should they just pop out? Thanks!
