Welcome from Alabama, it must be nice to find one almost done. The best I ever find is ones with little to no rust, but that to is a big plus.

One of the best features (and under-used!) is the SEARCH box in the upper right
of the page. This joint has an unbelievable amount of research material built up
          over the years!

Yes, don't run it off the gas in the tank if it has sat for more than a year. Make sure your fluid levels are full. Make sure the points have no corrosion. You can run a emory board through them to clean. If it was known to run, I would wait on things like plugs, wires, filters etc. With a hot battery, disconnect the coil wire and crank engine over enough to see oil pressure. Then do the same to check for spark. If both are good then add a little gas to the carburetor and see if it fires. By this time if the fuel pump is good you should be able to keep it running. I never change oil until the engine has been brought to operating temperature at least once. Then tune as needed, plugs, points, wires, filters, etc. There may be threads on this but most was just common mechanical knowledge when I was coming up. Dig in and try as this car looks to have been well cared for over time and probably doesn't need much.
