69 roadrunner bumper bolt?

Hey guys am I missing something here on the bottom of the bumper, the hole doesnt line up with anything and the bumper is bolted on fine.The blot goes in on the black bumper bracket but not the chrome bumper its self. Tks for any help

Through the black part should be a bolt and nut I do believe.

Yes through the black part the bumper bracket , a bolt threads into the frame rail, but I'm unsure of the chrome part

My 69 satellite Is the same way.i believe its for bumper stops.
