70 Coronet Front Bumper Filler Hardware

We took apart the front bumper on the 70 Super Bee. Drawing shows the plastic fillers attached to the bumpers with rivets, but there were no rivets. All six had screws and flange nuts. The screws seem too long to be any kind of original part, but the flange nuts are identical to some of the other others in the front bumper section. Has anyone else come across screws and nuts like these or were the rivets most likely removed at some point? Thanks
