Just put a 3” TTI exhaust system on my 70 RR. Also bought the Chrime tips to go with it. Before I cut the tailpipes how far are they supposed to stick out past the bumper?

I like them an inch or less past the lower edge of the bumper. As mentioned, the factory style tips have a bracket that slip into the frame mounts.
 
I just measured mine. As stated above, they are near the lower edge of the bumper. See pictures:

The level is up against the bumper. Left side measures 4" in from the bumper/level and the right side is 3 7/8" These were NOS tips from the 1990s.

The tabs are on the pipes. Not the tip. You have to cut the pipe to put the tips on on TTI stuff (tongue twister )

TTI is backwards, nothing like factory. Beware
