Looks like a clock tach combo but tach needle at 4600 rpm. I'm not familiar with that dash it's just what I see.

That's the cheaper Tic-Toc without the Tac variation.

Factory rally clock, no tach. My ‘68 bee that I’ve owned since ‘75 came with one.
