on a 70 B body bench seat.... what do the little metal horizontal rods sticking out of the center of the bench fit into on the seat backs?

They hold the backs in place... the one on my passenger side seems to be jacked up. I can't feel anything in the seat back that it should fit into and it doesn't want to stay in place.

Should be a hole in a metal bracket, possibly the weld broke? if you know how to remove the hog rings, you carefully peel back the trim until you can see inside. be shure to get some rings, & a tool especially made to put the hogs back on!

New upholstery? Might be covered.
If its the same as on an A body, those rods stick thru the fabric into a reciever hole in the seatback side.
