Bucking at low speed

I just put a 499 in my Satellite. I used my old shortblock and new heads. The engine runs fine. But driving at low speed or costing slowly I get a terrible bucking. Now I used my old cam which is a 247/255 solid. And it's a 4 speed with 3.23's. Carb is a 950HP. Now is my tune off? Or is that cam not going to like 3.23's and chugging along with a 4 speed? I can get the idle to about 780-810ish. I'm just kinda lost right now.
 
Don't think it likes 3.23's. Lope idle a lope cruise rpm's come it goes away right.

Do you have the vacuum advance plugged it? If so try running without it.
