Does it make a difference if engine is running or not? What is the preferred procedure? Thank you.
 
Any of your alignment specs should not change with or without the engine running.
 
I popped something in my back around 1971 manually turning the wheels on a PS front end alignment. Chiropractor popped it back. :)

I've probably aligned over 3000 cars. Never had one running to check caster.

IIRC a non-PS car likes less caster which makes it easier to turn.
