Control arm rubber bumper.

Both of the bumpers are shot. I tried to turn it with some pliers and it fell apart. Now how the hell do I take this out? It looks like the nut is attached and cannot be removed. Any ideas?

Weld a nut to it if you can melt metal.
 
There is a nut on a stud underneath. Wire brush, penetrant and time are your friend.
It has been in place for 58 years now.

That metal base has a square hex in it that fits in the bracket welded to the frame

Hold it down tight against said brckt and the nut below should spin off
