It has been almost 43 years since I filled up a roadrunner and I just can't remember if the plate was suppose to hold itself in the open position or if the gas nozzle held it open. My current project, 73 Roadrunner, feels like it wants to catch a little in the open position which is why I ask. I can easily bend the bracket a touch and it will stay open and then release with just a slight pull. Too many years and too many beers for a clear memory. Thanks if you have this information.

Mine does not hold itself down on either my 73 or 70.
 
Didn't have a license plate fill Mopar but I did have a Cougar and a Cutlass. Both I could use the cap to hold them open after removing but otherwise, same as above, they did not stay down on their own.
 
spring loaded, pull it down to gas up and it springs back up when your done
