What would the cost be to rebuild and tune these I'm planning on using these for a 440 source 512 Stroker

For a 512 that's not enough carb imo.

My 440 likes dual 650 double pumper Holley's
 
No offense intended but I can't get myself to do a Holley really bad past experiences
Those look like 625 Carter AFB's? Those flow around the same as a 500 Holley.

I'd call Edelbrock if you're set on not using Holley's, probably 750 Edelbrocks would do you good.
 
I'm using 750 Edel's on my 514. 6-700 HP &Trq...
 
I had a pair of those on my 426 Street Wedge. They are pretty small at 525 cfm. I had to jet them way up to make them work. Mopar also ran them on 383's, so that should tell you something. You are better off to sell that set-up up to the restorer guys and use the money to buy another big carb and intake for your 512.
