Emblems and side louvers

My 70 rr had rear quarter panels installed before I purchased great but no holes for emblem or side louvers ineed diagram for location starting get ready for painting want drill holes before

Something not right? Photo of my car shows that 19 9/16" hole location Way off?can anybody check your 70 road runner louver and emblem hole location

Even the laid out picture shows itself to be wrong... 6"... 12" and suddenly you're at 19 9/16!! 13 and 9/16 maybe...

Yeah no way it works so any help appreciated I'm sure it was just a mistake

Looking at the 2 pictures It looks like an after market quarter panel that has the scoop that is not close to the originals...
