engine casting numbers

That should be a 440 engine, casting number 3698830.

The block casting number doesn't tell the horsepower
 
It does not tell the hp indeed, but IIRC 275hp was stock for mid '70 440 engine.
That same basic engine did 375hp in late '60's so it all depends what you throw against it.
 
Bigger heads is a quick way.
 
The casting date of the block is on the passenger side of the block. What to change is a massive question. The biggest/easiest improvement you can make with a 440 is pocket porting the heads. Any stock 440 head will show major power/torque improvement from the pocket porting. Compression increases help, a somewhat lager cam can help.

FYI, you are comparing gross vs net HP ratings. The HP ratings don't mean much anyway.
 
The biggest change in '72 was a huge reduction in the compression ratio, they claimed 8.2-1 but in reality it was in the sevens. Best way to revive the power is to increase the compression.
