According to 1971 Plymouth Dealer Guide found on hamtramck-historical.com, 1971 "Decorative Exhaust Tip" option N42 for $21.90 was standard on GTX and Hemi, optional on Road Runner and not available on other models.

However, there is a note: N/A California.

So GTX and Hemi vehicles sold in California in 1971 had just the plain turn-down tailpipes?
 
Yes, however some were installed by the dealers. Another example would be if a person wanted a RR/GTX and one was found ata dealer out of state it could of had the tips.
 
Cars built for sale in California would also have sales code N97 noise reduction package, which included turn down tail pipes and under hood pad.and no cutouts in rear valance.
