does anyone know if you can get the numbers from a missing fender tag through your serial number?

Depends on the year. Copies of the IBM cards for some 67 and earlier are available. 68 and later...no. Once you get the IBM card and do your homework on what was actually coded on the car, then you could try and get a new tag.
