simple ........ you don't "cash it in"......... Especially At A Bank . They Are Mostly Regulated By The FED & As A Result Are Doing Business In That Realm.........When Was The Last Time You Did What YOU INFERRED? Can you just stroll in any federal regulated bank and cash it in ?
