hose next to the break master on fire wall

I have a question about a hose that comes out of the fire wall next to the break master cylinder. I has it's own hole and rubber gasket. It runs to the dash inside of the car, but I can't see where it hooks to. It has been melted off on the inside of the motor. Any one know where it goes or what it's for. It's on my 62 Dart 440.
 
On a '62- has to be for washer pump- non electric.
 
I'd say washer pump but don't they need two hoses ... one to draw and one to push ??
 
Do you have a mechanical oil pressure gauge or was there one installed previously?

Well does your windshield washer pump work? if so its not that, I'm no expert on anything but that looks aftermarket to me. maybe a vac hose do you have pneumatic(air vac) controls for your heater? Shouldn't it be black not white?
