First, when prying them off don't scratch the hood. They can eject like a projectile. Lay a towel on the hood for protection. Don't over buff them, they will cause glare. I don't own the tool listed below. Yet. I do have both the glare and the chip in the hood paint though.
Don't buff them. Way too bright. The finish can be brought back. Get the finest glass media for your bead blaster and lower the pressure. Start far away and work inward. They clean up pretty well. The set in the picture below was pretty rough before I started.
