Instrument Panel Voltage Limiter

What would cause an almost constant noise coming from the limiter, sounds like the points are opening and closing all the time as you drive. Fuel gauge isn’t working but I’m not sure if it’s due to the limiter. I do have a NOS replacement but I don’t want to destroy it if there could be another problem.
 
There is a capacitor that accompanies the limiter.
It smooths the voltage when the limiter contacts open and close.
It sounds like it may be bad or has a bad connection.
 
So the capacitor is inside the case of the limiter?
 
Soldered onto the board?

Get yourself one of these solid state limiters. They are cheap $50, and will protect your wiring and gauges.
