Is a 440 rv cam the same fit for a 383?

Yes, all B and RB blocks will accept the same camshaft slug.

But the Hemi cam is ground very differently....will fit but won't work.

Yep. The only thing is you have to match timing chain components. Commonly found is the single bolt but there are 3 bolt as well, but only for high perf applications. Timing chain sets are the same too.
