Pitman arm question

So, the pitman arm I bought from PST doesn't want to torque all the way down on my Manual Steering 69 RR. The centerlink bar is sitting at an angle, lower on the pitman arm side than the idler arm side.

I just found my old pitman (thought I had tossed it) and it is tapered in the splines area. I know there are a few types of these out there, are they all tapered? Is that correct for my 69?
 
It needs to move in the same plane as the idler arm so your steering geometry stays correct
and if the spline and taper is not the same as your old one do not use it
