Proportioning valve spacer????

Question, in the photo here, you see there are two holes on the proportioning valve that line up just above the mount point on the inner fender, so is there supposed to be a spacer here, just wondering if that is the case or the holes in the fender server some other purpose?

Let me know, this is a 73 Roadrunner.

Not sure on that one, but usually one is a pin and the other a bolt.

I don't think there's a spacer. I put fiber or leather washers on mine. Nylon would work, too.
 
Its the two holes above where it mounts to the inner fender. Here is a shot from inside the fender, just curious if there is suppose to be anything that goes between the fender and the back of the prop valve. Seems there should be some kind of seal there to keep the prop valve from moving around and keep water out of the engine compartment.
