This thing is really rough. Is it salvageable at all? The chrome is coming off in layers, and there is a ton of surface rust.

Suggestions?

Yikes!! The chrome shop around here told me, don't bother bringing a bumper core in if it has any pits deeper than 1/64" in areas larger than a half dollar. Obviously that's only one shops opinion/standard. You ask a chrome shop in your area?

Myself, I would look for a more usable core...
 
grind, Sand, red lead, and paint it is then. I'll worry about a better core later - I want to make this car a driver.
