Rear tire size

I need an education for my 69RR. My rear “passenger” size tires are dry rotted and need replacement. I think 15” but my car is not here right now. Anyway, if I choose a Mickey or whatever how is it done? I think currently I have an 8”rim and would like to keep it that size. Measure the overall height of the tire? Change it to taller (or shorter)? What are the consequences and what do I need to consider? I have never done this before. Thank you all! And lastly do you run 35psi on a DOT approved drag tire?
 
A 28" tall tire looks good in the opening (rear)
 
A 275/60/15 drag radial tire on a 8 inch wheel with 4.5 inch backpack should work nicely. And I run 22 lbs on the street with no issues.
