4 speed speedo cable is leaking trans oil where the cable is crimped to end. Bad cable?

But it’s not an o ring in there it is a specific seal for the speedo housing.

Doesn't it use both a paper gasket on the outside and an oring on the inside?

No paper gasket. By all rights the speedo cable shouldn't see any fluid. The inner seal in the speedo housing seals against the smooth section of the speedo gear shaft. There is a small C clip that retains the seal. The crimp can be sealed with shrink tubing. I seal push button shift cables this way. Use the shrink tube that has the glue inside it.
