Steering pump flow control valve

I'm rebuilding my leaky steering pump (1st time I've done this). 72 RR small block Saginaw .94 pump. Do the holes near the top of the flow control valve need to be installed with any particular orientation? I know the hex end goes down but not sure if holes need to go in a certain way. They're not oiling holes so don't think it matters (not really sure what purpose the holes serve). The FSM doesn't mention anything specific. Thanks.
