That's not the pump, and NO it shouldn't move. Check the mounting bolts.
Thats the steering gear and it is not supposed to move. Did you check the 3 bolts that hold it down?

Yes, all three bolts were loose. Something’s you just don’t check when buying a project car! Lol thanks!!!
Missing a front shock too...
Funny, missing both front shocks! That’s okay though as the seller included 4 extras on the sale!
